google defines "oscillate" as "move or swing back and forth in a regular rhythm". this fan does not do that. instead you have to tilt the fan to the direction you want it to blow and it will stay there.
"for domestic use only" - not for home use so much. it blows way too strong for it to be used inside the house, even the slowest setting blows more than a regular fan's highest setting.
i would not recommend this fan for home use , unless you have a chance to test it first to see how strong it blows. i would however recommend it for big open areas like a hall, church, etc.
it would be best to test this fan before buying.

It's a strong fan, it's quite solid. It's definitely not "whisper quiet" though, it's a lot louder than I expected it to be. The lowest speed setting is rather fast.

I made the mistake of assuming that a fan with three settings would have its lowest setting that's not a gale force wind.
Noise wise, it's about as quiet as a mosquito (the WW2 prop fighter plane not the insect).
It's advertised as 'oscillating' which is correct if you stand next to it and tilt it side to side constantly. Apparently Russel Hobbs thinks oscillating means you can change the angle.
The more Russel Hobbs products I buy, the more disappointed I get in their impractical designs.

Very disappointed when we received the fan to find out that it does not oscillate, as stated in the product description. The fan is also very noisy at the lowest speed setting, and while it is labeled "high velocity" it would be much more sensible to have a lower setting. Much too strong and noisy for a "normal" room.

Piece of rubbish for a 3 speed fan it feels like you're in the south easter on fan speed 1. It also sounds like a small jet engine is going to take off right inside your house.
The fan does not oscillate at all and i can't see the use for a tilt function unless you're planning on attempting to build a hovercraft with this thing.

Don't be fooled. This is not an oscillating fan as advertised (i.e. head does NOT move from side to side as I anticipated). The description of the product is misleading. Not a happy customer.

Fan was delivered today. When it described the fan as oscillating, one assumes you can set it to move back and forth, this is not the case. You are able to tilt the fan up or down and it is set in the position. Once it is on it is incredibly and unbearably loud. I do not see how this fan is appropriate for home use, it is far to loud and too strong.

The Fan is a very strong one, you basically only need one setting as it blows extremely hard on the first setting.
Very happy with it. Would have been nice if it swiveled though, not that i was expecting it too :-)

Read the comments and made the mistake of not heading the advice... that one review about gale force winds is no joke, it is just too strong this is probably best used in a hall.

Easy to assemble. It really is a very strong fan and blows like an aircraft propeller just on the first setting. It is expected to be noisy due to this. Really great for super hot summer days.
